Next
meeting 7/12/09. Police are actively prioritising speeding and parking.
Camping at Beggar's Rigg of concern, with camping refuse left at Ladies
Bridge at weekend

Areas
NCC
have secured funding to develop play areas, with road shows to be held -
Coun. Gilson to attend. Coun. Bridgett assumed PC's not eligible to apply
for this funding. Coun. Sandford thought a play area for casual football
is badly needed in the village. Coun. Morton feels a need for an area to
use cycles/skateboards.

Flooding/Dealing
with emergencies
Coun.
Fendley dismayed with inertia demonstrated by Environment Agency, meeting
held to identify flood warden group 20/8/09, further meeting 7/9/09 where
EA promised anti-flood measures at Armstrong Cottages and Malting's, Coun.
Fendley disappointed at the length of time to organise consultation/create
flood warden group. The houses flooded are unsel1able and most cannot be
insured. The meeting had given the impression of EA having little interest
in Rothbury. Coun. Bridgett understood difficulty in contacting EA staff,
but works are going ahead, with surveyor attending Malting's site next
week. NCC have applied for DeFRA funding for anti-flood measures for
properties and there will be specific works for individual properties.
Flood warden group will be equipped to enable them to progress. Meeting
held regarding Armstrong Cottages, EA suggested barrier at riverside and
Armstrong Cottages entrances. Coun. Fendley still left wondering 'when.'
and active monitoring should be carried out, it was agreed to invite
Richard Hayes, Northern Area Manager NCC to next PC meeting.
Community
Lights Committee
Funding
request received from Rothbury Project's, looking at upgrading present
lights. Coun. Gilson asked what are the perceived benefits of the lights,
do they promote trade at Christmas time, and do local business's
contribute to the fund? this confirmed. £1000 agreed, majority vote.
Rothbury Projects have donated the shortfall for the stanchion work.

Works
are on NCC schedule, road to be raised and drain moved. RAFA have second
year agreement for flower bed, will be re-planted next year.

Coun.
Sandford had contacted Middle School regarding citizenship requirements.
If wishing to produce newsletter a volunteer required to speak to Bridges
editor regarding report inclusion.
Community
Forums
Meeting
held last week, 11 PC's present. Impending boundary review discussed and
how forum will go ahead, consensus was some PC's not necessarily in
support but NCC to initiate forum, PC's to form a parish cluster to meet
every 3 months, with different PC's playing host. Coun. Fendley supported
general tone, can be seen in such a huge area coming together useful.
Coun. Morton feels more clout being a cluster. Leader and Chief Executive
ofNCC to hopeful1y be present at next meeting. Rothbury division to be
reorganised as too large, proposed moving 3 parishes Elsdon, Rothley and
Nunnykirk into Longhorsley division. Coun. Bridgett requested PC contact
Boundary Commission supporting maintaining the status quo. Rothbury PC is
the largest council in the division, al1 cou,ncillor's welcome to attend
meetings but only one council1or can vote, however aim is to reach a
consensus on agenda items without voting, it is a last resort.

held, exploring possible exhibition in Jubilee Hall. United Reformed
Church to be involved.

with Correspondence
Coun.
Gilson asked for any way in which councillor's can view correspondence
before meetings if a reply requires urgent attention. Coun. Reynalds
suggested a central location where a file could be left for councillor's
to peruse. It was agreed if any urgent correspondence is at the Chairman's
discretion to action between meetings.

Bridge
Street Proposal
NCC did aim after the bridge works were complete to carry out improvements
to Bridge Street, originally part of the Heritage Scheme. Bridge Repairs
to be added to next agenda, and Peter Brewis NCC to be invited to December
PC meeting to discuss bridge design.
Coun.
Gilson had looked at replacement to the railings at War Memorial, and
thought a sandstone wall could be considered, however when/if it is
knocked down it would be more expensive to repair.

stating parking absolute chaos.

Whitton & Tosson parish in favour of the plan. E-mail received from a
Harbottle resident with concern over the hold up on path.

Areas:
Coun.
Bridgett reported the white painted wooden posts near Rothbury House are
beginning to rot. Coun. Gilson thought they belonged to NCC, as posts by
fish shop were replaced by NCC, however are PC responsibility - to look
into finding recyclable post material. Armstrong Cross surround in need of
re-painting and there is a standard paint number for it which Coun. Dawson
would know. Agreed to ask Coun. Edes if gardeners could carry out painting
works.
