of the meeting of Rothbury Parish Council
held on

The
main issue to be resolved involved the width of the path. Coun. Dawson did
not agree with a footpath being as wide as 2 metres and was also concerned
about the area in front of the old churchyard - the drain covers being of
historical interest, and materials of the footpath surface to be
sympathetic to the surroundings. Coun. Murray concerned over the
children's play area, users will have to travel with care through this
part, with warning signs in place, and he would not wish to see vehicular
access. Sustrans plans are in keeping with cycle paths in other areas, and
all points of concern, if not already considered, will be. NCC personnel
asked if vehicular access is allowed in the play area, it was confirmed
this was only for allotment holders. After discussion, it was agreed the
path should be 2metres wide - funding would not be allowed if less than
this.

Crime
& Disorder Forum
It
was reported the recent forum received high attendance. The police had
said they hoped to improve public relations. Coun. Bridgett reported a
meeting is to be held next week to discuss speeding control devices. After
the traffic problems at the Street Fair it was reported the police are not
obligated to provide surveillance services at events such as this. It was
agreed to contact the Round Table stating a fatality may occur if parking
problems are not rectified. Coun. Reynalds said the Catholic Church car
park had been empty on bank holiday Monday, and thought the 1st school car
park could also be used, however it was thought the school car park would
cause further traffic problems.

Play
Areas
An
e-mail had been received from Bethany McCorkindale, play area user from
Addycombe Close, commenting the equipment installed 3 years ago was not to
the user's satisfaction, and the area was in need of cleaning. Coun.
Gilson had replied and suggested a private meeting be held with Bethany
and her parents. It was agreed Coun. Gilson be authorised £250 for
cleaning/minor repair works.
NCC/LTP
NCC
LTP report received with all PC past requests listed. Coun. Bridgett
reported the West End chicane is to be discussed at NCC as to whether it
will be included in next budget.
NHS
Governor
A
reply had been received from NHS Trust thanking the PC for their support
towards the proposals for a day centre at Rothbury cottage hospital.

with emergencies
Northern
Gas Networks have donated £5K to the Lights Committee. Coun. Gilson still
attempting to arrange a meeting with blue light services/Environment
Agency. Coun. Bridgett expressed dismay Rothbury improvement works had not
been brought forward, when Morpeth & Ponteland areas had.

As
previously reported, £5K secured from Northern Gas Network, with a
further £200 from another source.

Coun.
Gilson wished it to be minuted the area is a serious accident waiting to
happen. Personnel from RAF Boulmer had carried out the planting works and
a plaque is to be erected. The previous daffodil bulbs are currently in
storage. Coun. Sandford concerned about vandalism to the newly planted
area.

Bridgett had received report from NCC Engineer and will forward a copy to
Coun. Mrs Dawson.

Parish Council
Coun.
Sandford had spoken to Bridge's editor regarding the possibility of
including a PC quarterly report in the magazine and they had seemed
receptive, however in the past they had not been prepared to include
inserts - Coun. Edes said they may be if the PC offered to place the
report in Bridge's themselves. Coun. Sandford hoped to have a report
included by the autumn. Clerk to attend NALC training event in July.

Coun.
Dawson had received correspondence from W Potts explaining the clock motor
requires replacing at a cost exceeding £1100 - it was thought local
organisations could be contacted for funding towards this. Coun. Dawson to
initially contact W Potts for further details of the work required.

had been received from Bill Pringle, stating NCC would maintain the plants
- baskets believed to be in the possession of ADC. Coun. Gilson to contact
B Pringle.

this subject will be discussed.

Dawson commented this subject had been discussed for decades, and asked if
the steering group actually existed - Coun. Bridgett replied he had been
endeavouring to speak to D Fraser on other matters for 3 weeks, to no
avail.

seat to hospital ordered. Coun. Mrs Edes did not think any of the plastic
seating in the Broxap catalogue suitable for the village greens and
thought other firms should be contacted, however it was thought all
plastic seat suppliers would be of similar design and price - clerk to
order two seats for village green - Aberfoyle model - to be delivered to
Coun. Mrs Edes home or council area. One village green seat had been
vandalised and reported to the police, with arrests made.

& Verges
Coun.
Mrs Morton had been asked if the PC are to celebrate the bi-centenary of
Lord Armstrong next year, and the resident had also commented on the
unkempt appearance of the closed lower graveyard. Coun. Mrs Edes and
Sandford thought the area currently in satisfactory condition, however it
does attract vandalism, and the Armstrong Plot itself is under the remit
of Smith/Gore, as agents for Armstrong estates. Coun. Fendley to compile
proposals for bi-centenary celebrations.
Unitary
Councillor Report
Coun.
Bridgett reported forum meeting to be held in August, with Boundary
Commission recommendations hopefully received by that time. Grass cutting
and moss clearance works had been carried out. Coun. Bridgett reported
some officers at NCC were unfamiliar with the Rothbury area, therefore he
was taking digital photographs to report places of concern/action. The
bridge works survey had been carried out and it had been found water pipes
will need to be moved which will cause lengthy delays. Coun. Dawson
expressed dismay the PC have not been consulted on the bridge aesthetics,
and thought improvement works should be carried out at the same time as
the long overdue Bridge Street improvements. Clerk to invite Peter Brewis,
NCC Bridge Engineering team to future PC meeting to discuss bridge
appearance improvements.

Mr Tully had contacted NCC who had no record of the works being carried
out. Coun. Mrs Dawson had replied to Mr Tully stating road markings not PC
responsibility

Campbell, Whitton Bank Cottage - concerned the private lane at the
property is being used as a public right of way with persons causing
damage, noise nuisance, obstructions - Coun. Mrs Dawson, Mrs Morton and
Gilson to arrange meeting with Marion.
Planning
Addycombe Development: Site
meeting not carried out however the site foreman he had requested PC fax
details of concern, Coun. Sandford passed notes to clerk which covered
damaged fencing to 14 Addycombe Close, dog bin request for new path, and
concerns about Addycombe Cottage residents paying a maintenance charge for
the path in front of their dwellings which was subsequently being used by
a greater number of persons. Coun. Murray had received comments about the
poor condition of the newly erected fencing.
Planning
sub-committee: The
point of the PSC was discussed, it was agreed the PSC would meet and visit
sites if necessary between PC meetings, and provide report precis to full
meeting on applications received, and planning to be moved further up the
agenda. Coun. Murray asked if the present committee had been formally
elected - Coun. Mrs Dawson, Mrs Morton, Murray & Sandford proposed and
duly elected. PCS to look at following applications.

Gilson had received a complaint about the boarded up fire station - Coun.
Bridgett said this is still being used by the fire service as practice,
and had been boarded up to create a realistic scenario.

Murray in receipt of NALC information concerning PC duties, which he will
display on web-site, and which Councillor's may find informative
iii]. Coun.
Murray had information of a local history project to be set up where
information and history can be displayed
